APEX 3.2 has just been released and you can now download it from OTN here.
As previously noted, there is new documentation, Oracle by Examples and other updated content on the APEX OTN Page.
With every new release there are a number of additional security enhancements the development team adds. However, this release introduces a significant number of new security capabilities. So even if you aren't interested in converting Oracle Forms to APEX it is still strongly recommended that you upgrade to this release as soon as possible.

I'm using Developer 6i. Can I download the Forms2xml tool without performing a full 9i or 10g download?

You will need to have at least one installation of 9i or 10g to be able to run Forms2XML. I don't believe you can download the tool separately.
However, you should try running your 6i FMBs through the utility without upgrading them. If that fails you will need to upgrade those FMBs to 9i or 10g before running through the utility.

installing Apex 3.2 or upgrading is too hard because there is no .exe in it.would please make a tutorial OBE about it.

For 4.0 we are looking into further simplifying the installation process where possible with a new "Easy Install" option. We plan to ask several questions and then perform as much of the installation as possible. At this stage this is just being investigated but we would like to add it into APEX 4.0.
An OBE may also be in the works from our curriculum development team.
